1. Technical requirements for low nitrogen emission transformation
(1) Technologies that should be used in the low nitrogen emission transformation of gas boilers
1. The existing gas-fired boiler low-nitrogen emission transformation methods include replacing the low-nitrogen burner or the overall replacement of the boiler, where the replacement of the low-nitrogen burner refers to the use of a full premixed burner or the use of staged combustion and a flue gas recirculation device. The user should choose an appropriate transformation method according to the furnace, boiler steam ton and safety quality, etc. It is not recommended to use a full premix burner for gas-fired boilers above 20 steam ton per hour.
Basic technical route : one is to keep the original boiler body and only replace the low-nitrogen burner; the other is to update the boiler and burner as a whole. In view of the fact that the combustion structure of the old burner cannot match the low-nitrogen combustion technology, it is generally not recommended to use the structure of the burner for modification. For low-nitrogen transformation of pressure boilers, burners that combine staged combustion with flue gas recirculation (FGR for short) are generally preferred; small low-nitrogen condensing atmospheric pressure boilers mostly use full premixed surface combustion technology (recommended tonnage less than 1t/h) )

Replacing the burner: If the boiler has been put into operation for a short period of time and the heating area can meet the transformation requirements, the mode of only replacing the burner should be adopted. When selecting equipment, the combustion technology should be reasonably selected according to the boiler heating surface size (furnace diameter and depth), boiler back pressure and other parameters.
3. Overall replacement of the boiler: When adopting the overall replacement of the boiler and burner, in addition to selecting the combustion technology, factors such as reliability and economy should also be considered, and the transformation plan should be comprehensively considered from the two aspects of transformation technology and transformation cost.
4. Encourage existing gas boilers to adopt zero-emission transformation methods such as central heating, electricity, geothermal, solar energy, etc., according to gas source guarantee, cost-benefit accounting, etc., and the project will be accepted as completed after the transformation.
5. In order to ensure the smooth implementation of the renovation work, effectively prevent safety risks, prevent accidents, and integrate the factors affecting safety and environmental protection, the following suggestions are put forward: (1) For those in use with (1.4MW) MW (evaporation capacity of 2t/h) or more For boilers, it is not recommended to adopt the transformation method of premixed combustion; (2) For the central back-firing boiler, it is not recommended to adopt the transformation method of replacing the burner.

After the low-nitrogen transformation of the gas boiler, the equipment manufacturer should debug the full-load section of the boiler to ensure that the pollutants in the full-load section are discharged stably up to the standard. The acceptance monitoring should include the emission concentrations of soot, sulfur dioxide and nitrogen oxides under three load conditions (high load>75%, medium load about 50%, low load)

(二)低氮改造施工重要环节要求
1资质及程序要求。一是对仅更换锅炉燃烧器方式,不涉及锅炉改造及重大维修,且属于特种设备范畴的燃气锅炉,改造单位应取得锅炉安装改造维修资质,且须先行向所在区特种设备安全监察机构办理维修告知手续,并在低氮改造工程完成后,及时进行安全、能效、环保检验检测及验收工作,确保各项指标合格、达标。二是对仅更换燃烧器不能达到低氮改造效果,确需整体更换锅炉,或实施锅炉改造和重大维修,且属于特种设备范畴的燃气锅炉,需由持锅炉安装改造维修资质的单位先行向所在区特种设备安全监察机构办理锅炉施工告知手续,并向特检机构申请监督检验,按照规定进行检验检测,并及时办理原锅炉的注销手续以及新锅炉的使用登记手续。三是参与在用锅炉燃烧器的更换、改造和调试工作的单位,除了具备相应资质外,还应取得所改造品牌燃烧器厂家的授权。所改造品牌燃烧器应具备燃气锅炉(设施)低氮改造工程项目的30台成功案例,改造单位在提交改造方案时应同时提供改造案例。
2设备要求。一是对于整体更换的锅炉,锅炉制造企业应当在锅炉出厂技术资料中注明燃烧器配置技术要求,提供技术成熟、安全可靠的燃烧器配置方案,在锅炉明显位置加装警示标签,明确锅炉调试及点火等安全注意事项。一般情况下,锅炉燃烧器应当由锅炉制造企业负责选配;特殊情况需由锅炉使用单位选配时,使用单位应当确认所选配的燃烧器符合锅炉制造企业规定的配置技术要求。二是燃气锅炉燃烧器应当符合《燃油(气)燃烧器安全技术规则》(TSGZB001)的要求,取得型式试验合格证书,方可投入使用。对于加装烟气再循环系统的低氮燃烧器,其型式试验证书中的型号后必须带有FGR标识。三是对于在用锅炉,锅炉燃烧器的更换、改造和调试工作,建议由燃烧器厂家或有一年以上改造经验及30台成功案例的授权代理商来参与改造施工。
二、验收材料目录
1.原燃气锅炉手续。
2.提标改造设计文件、燃烧器型式试验证书、购买设备和施工合同,环评批复和环保验收文件。
3.20蒸吨/小时以上锅炉提供自动监控设施验收文件及季度监测比对报告、与环保部门联网证明、通过168小时试运行以来DCS中控曲线图(包含8种主要参数)。20蒸吨/小时及以下锅炉提供尾气分析仪安装照片,现场至少存储一年排放监测数据。
4.改造前后的监测结果报告(改造后的数据包括高、中、低三种负荷下的结果)。在线监测数据变化情况、改造前后和施工照片、付款证明等。

一、低氮排放改造技术要求
(一)燃气锅炉低氮排放改造应采用的技术
1.现有燃气锅炉低氮排放改造方式包括更换低氮燃烧器或整体更换锅炉,其中更换低氮燃烧器指采用全预混燃烧器或者采用分级燃烧加烟气再循环装置。使用单位要根据炉膛、锅炉蒸吨和安全质量等情况选择合适改造方式,20蒸吨/小时以上燃气锅炉不建议采用全预混燃烧器。
基本技术路线:一是保留原有锅炉本体,只更换低氮燃烧器;二是锅炉与燃烧器进行整体更新。鉴于老旧燃烧器的燃烧结构不能与低氮燃烧技术相匹配,通常,不建议在利用燃烧机自身结构进行改造。承压锅炉低氮改造一般优先选择分级燃烧结合烟气再循环(简称FGR)相结合的燃烧器;小型的低氮冷凝常压锅炉多采用全预混表面燃烧技术(建议使用吨位小于1t/h)
2.更换燃烧器:若锅炉投运年头较短且受热面积可以满足改造要求时,宜采用只更换燃烧器的模式。在设备选型时,应根据锅炉受热面尺寸(炉膛直径和深度)、锅炉背压等参数,合理选择燃烧技术。
3.整体更换锅炉:采用整体更换锅炉加燃烧器的方案时,除了选择燃烧技术外,还需考虑可靠性、经济性等因素,从改造技术与改造成本两个方面综合考虑改造方案。
4.鼓励现有燃气锅炉根据气源保障、成本效益核算等情况,采用集中供热、电、地热、太阳能等零排放改造方式,改造后项目按完成验收。
5.为了保障改造工作的顺利实施,有效防范安全风险,预防事故发生,综合安全、环保影响因素,提出如下建议:(1)对于(1.4MW)MW(蒸发量2t/h)以上的在用锅炉,不建议采用预混燃烧的改造方式;(2)对于中心回燃锅炉,不建议采用更换燃烧器的改造方式。
